Clovelly Estate Jonathan Rhind Architects have been working with the Clovelly Estate for many years on repairs and upgrading works to the manor house of Clovelly Court and the adjacent Norman Church of All Saints. During the Spring of 2024, we worked with the Clovelly Estate in partnership with Historic England and Torridge District Council to develop a strategic, streamlined approach to ease the listed building consents process for the Estate’s 98 Grade II listed buildings.Situated on the north Devon Coast, the Clovelly Estate encompasses the picturesque Clovelly Village, some 2,000 acres of land and six miles of coastline. Clovelly has maintained remarkable continuity over the last 800 years having been associated with only three families since the 13th Century. The long social and cultural history of North Devon is reflected in the Estate’s architecture and landscape, shaped by centuries of farming and seafaring practices. Clovelly is a living, working estate with tenanted farms, residential and business properties. It is a lively community, constantly evolving while preserving its history.Jonathan Rhind Architects are the first in the region to pioneer the development of a Local Listed Building Consent Order (LLBCO) to provide a consents framework for the Estate’s Grade II listed buildings. Using recent changes to planning legislation, LLBCOs proactively grant blanket consent for routine and predictable works on groups of similar Grade II listed buildings. The streamlined LLBCO consents process means the Clovelly Estate can more efficiently plan and proceed with works, ensuring historic properties are well maintained and tenants are housed promptly in good quality homes. Time and resources are saved for both the Estate and the Local Authority, with reduced time spent on repetitive listed building consent applications. The result is improved estate management, less disruption for tenants, reduced vacancy periods, consistency of income streams and reduced costs for routine works.
